Recycling Association Market Situation Report

28th October 2011

Recovered Paper Markets Fall on Global Economic Concerns

Concerns on global economic growth and stability, allied to unsustainably high prices, have led to significant falls in the value of recovered paper grades in the global commodities market. Recovered paper prices across all reprocessing markets have slipped very quickly and by 30 – 40 % across a large number of grades, leading to concerns about short term sustainability within the collection and recovery industries. It is expected that values will pick up in the medium to long term as the supply and demand of recovered paper comes back into balance but the situation in the short term is still unclear.

Simon Ellin, Chief Executive of the Recycling Association, said “Members of the Recycling Association are reporting some very serious issues with recovered paper values and market development in the current economic climate.” He added, “It is hoped that these issues will be related to a short term adjustment in supply and demand for recovered paper but with the global economic outlook still uncertain it is not assured that values will rise to anything like those achieved over the summer months.”

Reaction to Proposed Fund for Weekly Waste Collections

30th September 2011

Plans for a £250 million fund to encourage councils to either retain or return to weekly waste collections makes little sense and may well have an impact on UK household recycling rates and the environmental impact of household waste management as a whole.

In the best case scenario, where household recycling rates remain the same or continue to increase, any Local Authority returning to a weekly residual waste collection system from a fortnightly system will simply increase the number of journeys undertaken to take the same amount of material to disposal. This will significantly increase the carbon impact of household waste management options.

In the worst case scenario, householders will simply throw more recyclable waste into the residual bin thus reducing the Local Authorities recycling performance and the environmental, economic and social benefits intrinsically linked to effective resource management.

Peter Seggie, General Secretary of the Recycling Association, says “This is simply a political fudge to appease a single government Minister. It makes no sense environmentally, economically or socially and sends the wrong message to the general public that politically the environment doesn’t matter.”

He added “Local Authorities are best placed to make decisions on how waste is managed taking many local factors into consideration. This kind of central intervention puts into jeopardy innovative waste management solutions based on partnership working between Local Authorities and the private sector to reduce overall economic burdens and maximise the financial returns from effective waste management options.”

New President for The Recycling Association

18th May 2011

Tuesday the 11th of May saw the election of Adrian Jackson of Prismm Ltd to the role of President of the Recycling Association at its Annual General Meeting. Adrian takes over from Simon Marsden of Recycling UK Ltd who completed his two year term of office but will remain an active Member of the Association Council.

Simon oversaw significant changes at the Recycling Association including the rebranding of the organisation from the Independent Waste Paper Processors Association (IWPPA) to better reflect the diverse nature of Member services now being offered. He also oversaw the appointment of a new Chief Executive (Simon Ellin) and General Secretary (Peter Seggie) to the Association after the retirement of previous Chief Executive David Symmers in 2010.

Adrian brings a wealth of experience in many aspects of the recycling industry including recyclate management and trading, producer responsibility compliance and facilities management. He has also been an active Member of the Recycling Association Council for over 5 years and is a well-known figure to many in the industry.

Simon Marsden said of his departure as President “The recycling industry is a very exciting place to be at the moment and I can only see growth in the level of material extracted from the waste stream to bring value to the economy. Recycling Association Members are at the heart of this revolution and the organisation brings a real opportunity for like-minded people to come together to ensure economic, social and environmental benefits are maximised. Collective industry positions are needed to ensure that external stakeholders do not take decisions that have negative impacts on the industry and ensure we are all competing fairly and equitably for valuable materials. In this respect I believe the Recycling Association has now developed into a leading organisation with the right people to focus Member energy”

Adrian Jackson said of his elevation to President “I take on the Presidential responsibility of the Recycling Association at a really important time as we shape the future of the organisation to truly reflect Member needs. The Association took the difficult decision to rebrand from the IWPPA to better reflect the diverse offering Members make to their customers and this is now paying dividends. We continue to seek to bring a wider Membership into the Association and with the appointment of Simon and Peter we have brought together an experienced and progressive team. I look forward to leading a dedicated Member Council to move the Association on to new ground including “end of waste” Regulations that may fundamentally change the way we operate in future.”
